Examining low-emission zones in urban destinations: climate change action or further touristification?

Abstract

The growing process of touristification and the effects of climate change are some of the most pressing issues for cities today. This research examines the complex relationship between the implementation of low-emission zones (LEZs) as a strategy to mitigate climate change and adapt urban spaces to its widespread ramifications, and the touristification of cities. The study analyses 48 LEZs in Spanish cities, employing a combination of statistical (i.e., fsQCA) and spatial analyses. Despite presenting heterogeneous realities, the findings reveal a dual effect. On one hand, the implementation of LEZs and related pedestrianisation promote air quality improvement and reduces emissions. On the other hand, this traffic calming initiative leads to further touristification by facilitating commercial activity aimed at visitors, occupation of public space, and increased walkability of streets. However, results also indicate that the geographical display of LEZs responds to manifold factors that do not follow this logic in all cases. Three distinct categories of cities are identified according to different implementation strategies and objectives. An additional in-depth analysis of the case of Madrid, a major urban hub and tourist destination, is conducted to further illustrate this complex interplay of factors. This research, which looks at the ongoing implementation of a national law, demonstrates the close relationship between touristification and implementation of LEZs, while it paves the way for future research inquiries into the progression of air quality indices and tourism intensification processes within cities.

Aitziber Pousa-Unanue, Universidad Nebrija

Ms. Aitziber Pousa-Unanue is a PhD student in the Inter-University Doctoral Programme in Tourism (REDINTUR) at Nebrija University and a researcher in the Smarttour-INN group. Her PhD thesis focuses on sustainability in tourism destinations, focusing on the calculation of the tourism carbon footprint and the decarbonisation of the sector, as well as the planning and management of smart destinations and innovation in tourism.

Francisco Femenia-Serra, Universidad Complutense de Madrid

Francisco Femenia-Serra, Ph.D., is Lecturer at the Department of Geography, Complutense University of Madrid (Spain). He holds a bachelor’s degree in Geography, a master’s degree in Tourism Planning and Management, and a PhD in Tourism from the University of Alicante. His research focuses on tourism geographies, tourism destinations planning, management and marketing and the intersection between place, technologies and human behaviour. He has been a visiting researcher at the University of Surrey and the Salzburg University of Applied Sciences. He has participated in different research projects and worked as an academic consultant for institutions such as the European Commission or SEGITTUR.

Aurkene Alzua-Sorzabal, Universidad Nebrija

Aurkene Alzua-Sorzabal, who holds a PhD in International Tourism from Purdue University, is currently a professor at Nebrija University and has a double appointment at the University of Deusto. She is the director of the Telefónica-Nebrija Chair in Tourism Intelligence. She leads the Research Group on Research and Innovation in Smart Tourism (Smarttour-INN) and relevant competitive projects. Her research focuses on tourism intelligence, green digital tourism transition, and smart destinations. She is the author of more than 75 publications on these topics. Dr. Alzua-Sorzabal is a member of the Journal of Information Technology & Tourism Editorial Review Board.
