Tourism and Urban Policy: rehabilitation, touristification, and transformation of the commercial fabric of Malaga’s Historic Centre

Abstract

This study analyses the process of tourist specialization that historic city centres in Western cities are experiencing, using the case of Málaga. The objective is to examine how urban regeneration policies have contributed to the touristification of space in general, and the commercial fabric in particular. In other words, this concerns their alignment with the needs and demands of tourism, which diverts the spatial regeneration from its initial goals and holds negative implications for the resident population. A methodology is used that combines spatial and statistical analysis of concentration variables, diversity, and changes in commercial uses, along with documentary review of plans and projects, especially those co-financed through European funds. The results reveal that these policies have contributed to the touristic gentrification of Málaga's Historic Centre, through a concentration of tourist businesses that has displaced traditional businesses, as well as indirectly affecting residents. These findings highlight the role of tourism in legitimizing the neoliberal management of the city, which persists despite the COVID-19 crisis. In fact, recent plans indicate an intensification and expansion of this trend into other areas of the city.

Fátima Santos Izquierdo Bueno, Universidad de Málaga

PhD candidate in Tourism in the Department of Geography at the University of Malaga, as part of the research project titled "Touristic Saturation in Spanish Coastal Destinations. Strategies for Tourism Decrease. An Approach from the Social Dimension" (RTI 2018-094844-B-C33). Conducting a thesis focused on the multidimensional analysis of touristification. Research activity related to lines of investigation on tourism and social development; local society and tourism impacts; territorial and sectorial planning of tourism; mixed methods research, and sustainability of tourist destinations. Since 2021, engaged in teaching collaboration in the subject "50159: Territorial Planning and Sustainable Tourism" in the Tourism Degree program at UMA.

Mario Blanco Vílchez, Universidad de Málaga

PhD candidate in Tourism. My research focuses on measuring tourism activity through indicators (collection, processing, calculation, and analysis) with the aim of assessing destination sustainability and its level of development across various areas using indicator systems. Other areas of interest include ICTs and their application in destinations to acquire knowledge, ranging from geographic information systems to advanced calculation and representation environments such as Superset, exploring innovative ways of obtaining data through open-field encephalogram tools. I am a member of the SEJ-402 Tourism and Territory Research Group, as well as the Digital Tourism and Coastal Chair at the University of Malaga.

Yolanda Romero Padilla, Universidad Complutense de Madrid

PhD. in Tourism. Professor of Business Management Department at Complutense University of Madrid, member of the Dean's Office at the Faculty of Commerce and Tourism. She has been assistant editor of Journal of Tourism Analysis (2016-2021). Her research areas are linked both to the organization of tourism companies and planning and management of tourist destinations, especially focusing on the creative capital and social and urban transformations in Spanish Mediterranean destinations. With more than 40 publications in national and international journals and books. She has published in recent years some papers about social conflicts and short-term rental homes in tourism.

Enrique Navarro Jurado, Universidad de Málaga

PhD in Geography, Director of the University Institute for Research in Tourism Innovation at the University of Malaga. Principal Investigator of R+D+i projects and participated in more than 30 research projects (Brazil, Dominican R., Cuba, Mexico, Argentina...) and in technology transfer contracts. With more than 40 publications in high impact journals. Member of several boards of trustees, scientific associations and journal editor. Advisor to the Blue Plan (UNEP-UN) and various regional and local plans. Research interests: Planning and management of tourism destinations. Limits to growth and tourist carrying capacity. Sustainability indicators. Multi-criteria analysis and its application to sustainability and climate change.
